1. you say you will pay for these lockers to be built - what about everyone else? damn straight they won't...
2. whose gonna transport these lockers around the place? the organiser? why should he? specially as running tournaments is a part time thing for him...

To be honest, if you leave your gun lying about with no-one watching it then you deserve to have it taken...Most if not all teams have an extra body with them. All you need to do is always have one person with the kit...
As far as cost, i'm sure most players would be happy to pay a small charge to have a secure locker to keep their gear in. These lockers don't have to be safes, i'm thinking just a wooden crate that can be locked.
Another answer is a portable toolbox, B&Q do a large Stanley roll along plastic toolbox. I have one of these and they are pretty big, 800 x 400 x 400 mm, for £40. You could keep all your gear in one of these, and lock it up.

Tourneys that are based in sites, could just modify the existing seating, for the open sites, the organisers have to bring in seating and tables, so why not have a better type of seating.

I agree about the people who leave their kit about, it's madness when you think about it. An average marker and air setup, goes for around £1000, would you leave a grand in cash lying around for anyone to pick up, not a chance..!!!

As Baca said, security is primarily our resposibility, but we need to be met somewhere along the line by the event organisers.

A lot of teams can just manage to get 7 people to play, let alone have someone spare to keep an eye on things. It's ok for all you sponsored teams that have money to spare on extras like that, but the average team needs help here.

Too much kit is being nicked for this to be random, these thefts are organised.
This is only going to get worse as paintball moves into a more public light. People who DONT play paintball are going to know how much our kit is worth and what is worth stealing, so something is going to have to be done in the very near future.

The idea of lockers is a good idea, at least a step in the right direction but as someone pointed out earlier, whos going to pay/transport these things, and will players have time in between games to lock them up then get them out again?

Personally i keep my gear tucked away and my marker in my own or my teams sight at all times, it should be everyones responsibility to do the same.

I think Flash-Bugout has the best idea of team or guest access areas only where you register everyone who is playing with your team or helping you out for the day at the start of the tourny. Everyone whos registered gets a pass and can get into the team area and everyone else (the public) cant get anywhere near our kits. I thinks its already been said that its not each other (paintballers) we have to worry about its the people who turn up on the day just looking to steal something.
