I don't know how I or other people missed this before but Gary Shows--who works for Dye, owns and plays for Legacy and is deeply involved in PSP and NXL--answered the following to some false rumors about NPPL and PSP merging. This was in the PSP section of PbNation.

Not true... and everyone might be interested in knowing that the Millenium is going to an X-Ball format for 2006...no more 7-man. The Millenium is now under one management system. This was announced at World Cup.
The PSP is X-Ball ..Millenium is now X-Ball.. The CFOA is adopting a X-Ball Format.. The APPC is adopting an X-Ball format and I might add that there are other discussions with tournament series in other countries that are interested in adopting the X-Ball format as well..

This was posted on Nov 10, ten days ago, and the part about Millennium and PSP directly cooperating jibes with what I heard from some people who should know.
Gary really ought to know so the question I have is, has anything changed in the past ten days?
I post this here because I think it has some significance regarding the possible unification being discussed here.
