Steve, the implementation of rules is only credible if those rules are both reasonable, rigorous and non ambiguous.
What's the point of banning padding if the rule book does not specify thicknesses of single layers?
It could well be that a company brings out a single layered jersey that is half inch thick.
This eventuality does not attract the designate of 'padding'and therefore would be allowed under current NPPL rules as far as I know.
The limits have to be specific and unambiguous with those limits being derived from a reasonable and fair rationale.
It's no good just slapping an arbitary ban on something without doing the necessary groundwork, it just makes no sense especially if we are trying to be professional about how we conduct our business.
I think common sense has to prevail somewhere along the line and hopefully it will soon enough, some time today I would think

This padded jersey thing is relatively innocuous in current form but does leave the door open for much more aggressive exploitation.
Same thing with TonTons jerseys from last year. They were in clear violation of NPPL color rules but were roundly ignored. Were the Rules committee slaving away trying to come up with a precise definition of "orange" perhaps?
My point is any rules ambiguity that is ignored or not acted on in a timely manner becomes a de facto rule change--or has done with great regularity in the past.
