The 100ms part basically says that if you manage to pull the trigger twice within 65 ms, the marker can buffer that 2nd shot and release it up to 100ms later. (Well, up to 100 ms after you release the trigger, which is stupid, it should be 100 ms after you pull the trigger.) This lets you shoot the full 15 bps in semi-only mode without having to space your shots exactly 65 ms apart.
