Same as a tournament in total - even if not, similar on a per-game-minute basis. Pros went through 2.5 cases per player at IAO, college teams did about 1.5 at World Cup. That's 60 and 40 minute games respectively. It seems pretty obvious that paint usage in a 5-man game in an X Ball match wouldn't be much different than paint usage in a 5-man game in a tournament.

But entry is likely to be an awful lot more for the smaller scale tournaments.

I'll go on the assumption that the site has 4 fields available. Cost of using the site was split between 40 teams, now split between 8. Cost of marshalls was split between 10 teams per field, now split between 2
You don't have 4 fields for 8 teams. You have one field for 8 or 10 teams, with games at 8, 10, 12, 2, and if needed, 4. Still 10 teams per field. If you do 20 teams over 2 days, that further cuts your per-team facilities costs, and cuts reffing costs a bit as well.
and from what I've seen, X-Ball probably needs more marshalls per field. There are various other costs covered by the tourney fee that are sure to be more per team as well.
More than 5-man, yes, more than 10-man, no. About on par with 7-man.
Travel and paint are pretty much the same, entry is pretty much the same.
The only big differences in cost is the scoreboard system. The IAO/World Cup one was a lot, you can do something smaller for under $5k though that will work just as well game-play-wise, if not specatator-wise.
