Having the EPA manage the cards is a good idea, just because it is an external body to the millennium and the promoters. However - does the EPA at the present moment in time have an infrastructure in place to make any better use of a player control system?
This takes a database of every player, his movements, every team, their movements.
Easy enough so far... someone to sit and monitor it before during and after every tournament.
Ok thats where the wages come in - Piper has his business to run, Moose will inevitably be an ultimate, and Mimi(?) will (probably), like the majority of the members be playing (or marshalling, and fine she looked doing so too!
).
So we will still pay the £20 for the cards to pay someone to sit and listen to us bitch about paying for the cards and enter us in the database - oh and the Millennium board will be without a few grands worth of money so they will have to claim that back from promoters, who innevitably will stick it on the entrance fee.
Now admittadly more could be done with the cards:
1. If you're gonna have security check cards (which I was several times at campaign) make sure they enforce it. No card, no entry. Otherwise thats probably 5 to 10k money you could have saved last weekend.
2. Have the field chrono judge check all cards all the time (however tedious). I know of more than one person guesting for other teams whom refused to pay a £10 transfer fee (which I think is a little steep - mainly cos I lost my card and had to pay this myself!

If the player doesnt match the team, the team play with 6 end of story. If he don't have his card, they play with 6.
Now I would hate any of this to happen to me, but if you are going to have rules, stick by them and people won't mind so much about the money!
