As for the sandbagging question, it's all a down to the teams confidence in their own abilty, some teams don't think they could compete at a higher level even though they may have the skills to do so. I know from previous experience that it only takes one or two doubters in the team to convince the rest that they should stick to playing novice divisions.
I know it's a seemingly big step up for a lot of people but there is so much to gain from playing teams of an equal or greater skill.
I much prefer to play teams that I know will punish me if I give them the chance, it makes you think more and be more aware of your own stregths and weaknesses and how to use/improve them.
