I think you'll find that there is a copy of the rule book in the field ultimate's folder for each field. As I heard it (I gave both the marshalls that gave the initial penalty a lift home ) they dealt the penalty as stated in the rule book, even though they felt themselves it was too harsh for the offence but rules are rules.
I feel that what may have happened here is there is an oversight between the parts of the PA rule book that the D7's have dropped. The PA does not have a 1:4:1 penalty system but instead use the "Soster's Law" whereby for a major offence 50 penalty points are issued to the team and the offending player must miss the next game thus leaving the team with 6 players. I think (but may be wrong) that the D7's decided to use the 1:4:1 ruling and overlooked the removal of the compulsory 50 penalty points.
Anyhoo, rulez is rulez and fairs fair. It was just another branch from the tree of knowledge for the chimps to swing on in their first tourney.
