Perhaps a sliding scale intelligence tax for kit purchases? Add an extra premium to any item that has a price falling below a certain threshold--let the paintball retailers figure that out as they know what things ought to cost--and that way you secure the privilege of playing paintball. This way, stupid people who normally can't afford paintball kit, will be kept at bay.

Just a little note to add.
Just because something is not illegal, doesnt make it legal.

Authorities havent stated ramping is legal, they have said it isnt illegal until proven in a court.
This is the same grey area we have had for years, just that now with ramping we are away from the cautious side of the grey and on to the risky.

Nothing to do with the cost, it's the easy availability.... cheap markers have always been available, but you had to go looking. And cheap plastic markers have been around for ages too. Not a problem, nor is the ion etc.... the problem is most markers were bought by people looking for markers, now they are on the type of website you surf to blow disposable income. This is the UK... we use something gun shaped and we need to be careful, fine in the US..... lots of open space for a group of mates to get together order some paint in and buy a marker each. But not over here, anything gun shaped gets you an armed response team and a helicopter....... we are self regulated, but only because the British government has never had to come down on us. The minute it becomes a problem, they will.
Elitist? I've only played for three years, went to one rec-day then got onto a team.......... it's not difficult, it takes very little effort. Why does it need to be any easier?
