If I am able to gain accreditation from the UKPSF for a ref course, how many of you would pay to attend?

I would suggest that course is held at 3 locations - North, Midlands and South.

I would yes, north would certainly suit me.
Maybe a ref top would be good you can only get once acredited, we used to get NSG Jackets many moons ago for a modest fee.
