I can see both sides of the argument here, but I think banning it is a bit of a "nanny state" move, and rather we should aim to make buyers aware of the choice they have and the implications of that choice. It's in the forum sticky, but perhaps as a compromise the onus should be on the seller (if they are offering payment as payment owed) to ensure that they provide a quick rundown on what that means in their post? ie

Simple, makes sure new members are aware of risks without removing choice, and it's enforcable by mods.my super amazing ego £260 (payment owed, or add 4% for paypal fees)
note: payments made as payment owed are not covered by paypal in the event of a dispute
