it's all down to the ballistics of the wepon, and the bore-sizes. not barrel length, all that does is keep the bullet on the same trajectory as it was fired (ie in a straight line for longer)
First of all, I said SIMPLY put, I know there are other factors at work.
Second, if you take that one foot barrel weapon, and add a longer barrel, chances are that it will increase muzzle velocity, and thus range (and quite likely accuracy).
You use a lot of terms that mean sweet FA, to be honest, even though you are a former army range officer. Fire power, ballistics, those are not very clearly defined terms. (and yes, I do spend a lot of my time firing off rounds downrange, from such nice weapons as a Kar 98 and the famous M1 Garand).
Why do you think the German Leopard tank switched from an L48 to an L55 barrel, using identical ammunition? Yep, you guessed it. Greater muzzle velocity, greater range, greater accuracy, greater AP capabilities...
Remember, that as long as a bullet or other round, is still inside the barrel, it will increase it's velocity (simple physics, although there are limitations, as pointed out by Skeet). Hence far greater muzzle velocity of a rifle compared to that of a pistol.
And indeed, anything becomes easier once you start practicing it.
