I thouht the rosters were open all season to new players, so long as they aren't already on the roster of another team. (I.e. not transfers.)

Yup that's right...new "unregistered" players can be signed up to a team 7 days before an event, which could change a team's line up & performance drastically...but as has already been pointed out...signing 3 pro players to your squad can in theory boost a lower division team's experience rating on paper, it doesn't necessarily mean those same 3 pro's will actually be able to turn out as most have international commitments throughout the season....Adding just one pro to a team doesn't actually have a huge influence on a teams overall rating, similarly just adding one new faced, virgin recruit also doesn't.
The transfer window for the league closes after the fourth event and re-opens again after the final round...allowing some movement for the PA Cup.
