Yup, it all stands and falls with enforcement of the rules. Otherwise it would be a big free for all everytime I play American football, because believe me, you get a lot more pumped up playing that, than with paintball. Yet we are all perfectly behaved most of the time. Why? Because we have refs that don't hesitate to throw your ass off the field...A perfectly behaving player will not retaliate when shot, overshot, verbally abused and/or threatened (by a pointed marker or otherwise) but will rely on the officials to sort it out and apply the proper penalties. Unfortunately that goes contrary to human nature and especially the pumped up PB player.
Because such reaction is almost the norm and because it mostly is understood and goes unpunished we will continue to have moments of chaos like this.
Better reffing and rules obviously reduce the frequency of such occurances.
BTW, here are the rules for overshooting:

21.04 Six-Game Suspension. Players will be ejected and the team will play short for six games for the following:
(1) Outbursts. Throwing marker or air system.
(2) Physical contact during or after play that results in injury (e.g., punch, kick, or spit).
(3) Over Shooting. Over shooting any other player with intent to injure.
(4) Shooting Referees.
(5) Shooting from Dead Box.

Those are pretty harsh penalties IMO.
Funny how a lack of quality or guts in the reffing has always been the problem with paintball. Ain't a damn thing changed but the weather...
