I think the individual bans for using dedicated cheater boards should be very high, 12 month ban or the like from all series, PSP or NPPL/Millennium etc..
Show cheaters we mean business and for once, they might take heed.
I see what you mean about seal the boards upon manufacture, but this will mean that if a software upgrade (like a mem upgrade on the IR3) comes out you would have to replace the whole board as it isn't programable any more.
Or would this just lead to people producing fake looking boards that are still programable?
I think half the problem is that markers now a days have electronics, chips etc in them now, and as with any technology there are workarounds which will allow you to hack/change/alter there original intended function...
