So, what do you suggest? Pretending that Ramping is legal and "allowing" it?
I may be mistaken here, but it seems to me that the Millennium series has said you cannot use Ramping markers. That seems black and white to me. If you do, you're breaking the rules. However, they seem to have been realistic about not being able to check every gat for these firing modes and have therefore not attempted to do so. If they had, what would have been the result - more of last year's problems no doubt.
So, if you want a level playing field, don't use illegal firing modes and ask your friendly marker manufacturer to stop programming them in to their products.
Or, come up with the magic answer - personally, I don't think there is one.
