Go for the first one. If you want it running top notch you will want to be getting some of the bits from it. These bits are all nice on an impy:

If you went for the 2nd one and that was all it has is what you've listed, you'd be stuck with an impulse that can't keep up with the WAS board if you bought it. It could get more costly then taking the 1st one.
