A while back my opinion on all this was asked, sorry it took me a while.
Right, my take on this...
Even though Holland doesn't have pikeys/gypsies in the same way that you do, their behavior sounds similar to some groups we have over here. We have a group of people known as "kampers", campers in English.
Most of them live in a semi-mobile home, are avid mullet fans and if your car has gone missing, chances are that it ended up near them. They are well known as dodgy second hand carsalesmen and are bound to rip you off on any deal they do. They are famous for their taxdodging, weed plantations, thieving kids and stealing electricity from their neighbors. Usually, if there is a camp nearby and a barfight breaks out, they are involved. Oh, and none of them fight fair, mano a mano. In fact, if a fight doesn't go their way, they tend to be quite cowardly. And every time the police raids a camp, no matter how much illegal sh*t they uncover, these people will assume the role of the victim.
Now this isn't a racial thing. Kampers are as white as the avarage Dutchmen, but it definitely is a cultural trait. Their behavior isn't part of what is considered normal Dutch culture, but they form a culture of their own, wherein they raise their kids to find certain things completely acceptable. So they grow up thinking that whatever they do is totally normal, which is, I guess, the reason they show such outrage when some of them get arrested.
It is, in a sense, the basic form of society. The camps are usually run by a patriarchal figure and they impose their will upon those around them through strength and shows of force, in the same way that packs of dogs do. It seems that for some reason, society failed to include them in the lessons when it was determined that certain things were no longer acceptable. Does this mean that society is to blame for what they do? Off course not! They live too near (in the middle of in fact!) to the rest of the world to be able to claim ignorance. It can be argued that, much like a child that is raised by strictly religious parents will in turn have a very large chance of being religious itself, their children grow up to think that what they do is normal, since this is what their parents tought them. But like with religion, there are always children that "see the light" and decide to live differently. So your upbringing might explain your behavior, it is NEVER and excuse.
