If you have the reg off just put it in your luggage and if you get stopped (I very much doubt if you will) tell them its a vase!
There is no reason you should not be allowed it, it is NOT a pressure vessel unless it has a reg/top on

Paintball Equipment
Paintball guns are prohibited from carry-on luggage. These items should be packed in checked luggage. Paintball guns are not considered a firearm and may be transported in unlocked, soft or hard-sided luggage.

Compressed gas cylinders are NOT permitted for travel on US Airways. They are considered a hazardous material and US Airways does not ship such materials. Passengers considering air travel with a compressed air or CO2 system should be advised to consider shipping the system to their destination.

I don't get what the flap is even if it is under pressure. Put a tank filled to 300 bar in a total vacuum and the gauge pressure will rise to.... 301 bar. Big wow.

its an idea, taking into account the exchange rate and putting all into the context of the whole cost of the trip, I DID say it would be an expense, but could be worth it, and how does your post HELP him in any way? at least mine was offering an option.
