The reason Oct. 31 is the same as Dec. 25 is because Oct can not only stand for October, but also Octal (base 8). In the same way, Dec can stand for Decimal (the normal number system).

Base eight means that if you count, it goes:
1,2,3,4,5,6,7,8,10,11,12,13,14,15,16,17,18,20 etc.

therefore if you convert Octal 31 to Decimal, you get 25.
