Ok, time to clear this up........
Looks like ALL of us were a little wrong AND a little right..!!!! (including H-PAC)
Here's the e-mail I received today from Eddie Sands at Structural Composites Industries today:
Dear Russell,
There has been some discussion with the H&SE about increasing the retest period for composite cylinders in the UK for some time and so the situation in the UK has been rather confusing in the past. However these issues have now been resolved and it is now reasonably straightforward as the retest period is now 5 years.
The new European regulations (TPED) came onto the statute book in July 2003 and at that point the UK specification HSE-AL-FW2 became obsolete ie. no new cylinders could be produced to this specification for the UK market.
From July 2003, the European standard EN 12245 became the only acceptable specification for new cylinders.
All SCI Cylinders manufactured and certified to the HSE-AL-FW2 specification prior to July 2003 and retested after July 2003 have their retest period extended from 3 to 5 years at their next retest.
All SCI cylinders manufactured to EN 12245 and Pi certified to comply with the TPED start with a retest period of 5 years from date of manufcature.
I should add that any other cylinders manufactured and certified to other specifications e.g. DOT are not legal

Now, for those people who don't get this:-
3 year re-test
All bottles with the code on the label HSE-AL-FW2
5 year re-test
All bottles with the code on the label EN 12245
These codes will not all appear in the same places on different manufacturers bottles, however,
they must appear somwhere on the label
