with regards to cold air, from my diving experience (especially in hot climates) when bottles fill, because of these things called gas laws, because the volume of the tank remains constant (duh) but the pressure is increasing, the temperature will increase, so you have to fill your tank as slow as practically possible, because what happens is when you stop filling, temperature drops and the pressure drops.
so basically if you fill a tank really fast in a warm room, then take it outside in cold air and start shooting it, you'll see a big drop in tank pressure.
other than that like Gee Tee said, make sure your gun is maintained well, and bare in mind it is a spoolie but like you said it does seem a little low. even try emailing dye/proto and see if this could possibly be a manufacturing fault.
