Tactics are useless without the technique.
Technique - dominating off the break, fast snapping, good snake work etc - means you have to be good at getting your paint down your lane as fast as possible and good at each of those to dominate in that specific area.
Tactics = the lanes you shoot, the bunkers you go to. If you dont have the technique to get to your bunker safely or to get your paint down the lane before the opposition have got there, then your tactics are pretty much useless.
Therefore in my opinion its more than 50% technique and less than 50% tactics. Maybe 60:40 as tactics do play a part, and unfortunately i think they do have to be quite sophisticated, in the sense that you need to have more than one plan, as they have to be adapted to people getting shot out, opposition moving to different bunkers and how to adapt your on field positions to deal with it etc
Of course this is just an opinion, hell i dont know if it even makes sense.
