Could just be a server that's routing traffic from certain internet providers is running a bit crap.

Start
Run
type "cmd" (without the speech marks) in the box then hit OK.
Type "tracert www.p8ntballer-forums.com" (without") then press enter on your keyboard.
It may show you where there is a slowdown.
