really? i thought it was just the reg that could'nt withstand high pressures, but any bottle could withstand up to 5000psi.

no, its a combination of both the reg and bottle that give you the max fill.
3000psi tank + 4500psi reg=
MAX fill of 3000psi (even if the reg can take 4500psi) putting a 4500 psi reg on a 3000psi tank is really not advisable, because it makes over filling
VERY possible (Unless your source only fill's to 3000psi)
4500/5000psi tank + 3000psi reg=
MAX fill of 3000 psithis is not as bad, because the bottle will not blow, the reg will pop a burst disk if you over fill it, therefore dumping the air, and not blowing up the tank.
the best advice would be to keep them in correct pairs, i.e.
4500 psi tank + 4500 psi reg
3000 psi tank + 3000 psi reg.
