Seems like a good idea to me, but the problem isn't just name changes.
Not sure if my suggestion of one account per person is enforcable or not. Maybe the name change thread could also include know alias's of people with different acounts?

I think it should be obligatory to supply your address at registration and confirm it in a paypal type of way.

That way it deters people from being nob jockies from the outset?

I would be happy to supply and confirm mine
