Just to clear a few things up if it helps:
1) it would have been a normal 'bobby' that got the job, Jamie calls in and that raises a CAD which gets allocated to the local response/snt base. Cyber crime units as such don't really exist any more due to cuts but are put together for serious offences.
2) easy way to tell if its a genuine email is it should end in .pnn.police.uk. It's not uncommon for matters to be dealt with by email, it's unlikely the officer would have Robbo's number initially.
3) the only offenses possibly committed on p8nt would be against his human right to privacy which would need a private court case to address, could look at harassment but I don't feel that's made out here.
4) Jamie has clearly committed offences, fraud seems the obvious one, fraud by false representation particularly as he has claimed not to have received the goods in order to make a financial gain for himself. However theft is also appropriate as he had dishonestly appropriated property intending to permanently deprive the owner of it.
