Really am struggling to get my head around this email:

First thing that strikes me is the time stamp of the email. This is being sent at 11:39pm when most investigation teams work more normal day time hours.

West Midlands Police have been contacted by a Jamie Walker who has stated that on a forum of www.p8ntballer.com there are several threads from different members which are in relation to Jamie and some paintballing items that he ordered from the site. You have been identified as the administrator of the site.
The law is full of technicalities and if a request was being made it would have to be the correct domain address and not a related but separate web address. By pointing it to the p8ntballer.com address there could be numerous forums linked to that address.
Officers have read the thread and it is wholly inappropriate that the above males's details including his home address has been uploaded onto the site.
Why would they say "officers" have read the thread. You would more expect it to be non personal along the lines of "The thread has been reviewed and xxxx". Also the term wholly inappropriate is subjective and again would not be expected from a police service. The police deal with laws and do not provide subjective opinions.
All these details need to be removed immediately and it is advisable that all conversations in relation to this issue are also removed. Failure to do so may result in police offences and further action to be taken.
Again going back to the technicalities: "All these details" is not a definitive view what details precisely? Again the police in general would be more specific and exacting. Secondly "all conversations" is hugely subjective, and the banning of a conversation in relation to these issues is censorship. Finally "police offences" is a ludicrous statement, there is no such thing as "police offences" you can only have civil or criminal offences.
Officers are aware of the circumstances in relation to the items that were ordered and as it stands this is a civil debt and not a police matter.
This is one of the final nails in the coffin "not a police matter" well if its not a police matter why is someone purportedly from the police, providing requirements that need to be fulfilled otherwise it may result in police offences. Either it is or is not a police matter. If it is not then they would not send an email asking for things to be done, threatening action if they aren't done and then say it is nothing to do with them. They would also never make a judgement of any complaint without investigating both sides.
I trust that this will be the end of the incident and that you will be advising all the members who have commented in this thread.

Fundamentally I cannot understand what issue either civil or criminal is occurring. If the complaint was false then the individual could take an action under libel laws, however the easiest defence there is the truth.
The whole email either smells or rank incompetence to the point of requiring additional training as a minimum or its made up.
