yes they can, I think virtue cap all the way down to 11 so your fine, the RL is super adjustable and can be set so its on the limit of everything!

The newest software, for RL shocker board can be adjusted all the way down to 8 bps, so you are safe if the rules go lower in the future, Virtue will be at the first millenium series event to flash all Virtue boards for free.
