The rule does only apply on major penalties--which is fine in theory, but the difference between a minor and a major seems to be an ever shifting one as the officials frequently can't decide what sort of penalty to call when they call one.
In my opinion they should call more minors and fewer majors. As it stands--at least in LA--they let lots of small calls slide completely and changed a half dozen or more minors into majors after having the minors posted.
The result is the players have no baseline of officiating to play by and it causes lots of unecessary aggravation.
