The spot was blamed purely and simply because it was moving. The spot was so bad that despite Sven going to the UEFA twice, and complaining prior to the match, nothing was done about it.
Infact the ITV crew actually went back to the footage of Beckham's penalty shot, and played in slow mo. Before he even touched the ball it actually rolled forward a couple of inches.
Despite Englands efforts to get the penalty spot sorted before the match the Portuguese turned a blind eye, but only after the match the very next day, they went back to the spot, lifted the grassed area and layed a sheet of flexible plastic!!
Still, im not making excuses, and I actually dont give to ****s about footie. But there you go
