Steroids are banned in the the sport of life!
Tolerant as we may be here in Holland, steroids (well some of them, there's lot's of types) are outlawed over here. And since we have legalised prostitution, possession and (small) trade of marihuana and other cannabis based drugs, I think that whatever is against the law over here, will get you shot in other countries!
The reason (some) steroids are outlawed, is because they are hazardous to health, they can cause major heart conditions, not to mention IMPOTENCE!!!! (there's a problem you won't see with legal prostitution )

Bud, here in the UK, steroids are not illegal !!
In fact, it always amazes me that if you give women aged over 40, steroids (progesterone and oestrogen), it's called Hormone Replacement Therapy (HRT) but if you give it (testosterone)to men over 40, it's called steroid abuse.
I mean, come on, where's the sexual equality now
