When should a team move up a division?

I agree with Goose's view on this.
If you make the sunday club (or the monday club when you play Germany) regularly, but fail to make the final cut, you are in the high mid regions of the division, and us such shouldn't feel you have to move up.
But if you make the final cut regularly, you should up the ante next season.

About sandbagging in the Novice league. I doubt it's done intentionally by as many teams as people seem to think. Sure, a lot of teams have plenty of experience in local leagues, but many of them regard the MS as the epitome of competition in Europe, and therefore expect the other teams there to be a lot harder to beat. That's why they get the jitters, and enter as Novice, because that's where they see themselves when it comes to the MS....

So by what you are saying - if a team makes the Sunday in all 6 millennium events as number 16 each time (Am A) and never wins a game there, they should still move up?

Number 16 in Am A is still far from competitive when the sh!t comes down in Pro? Or even if we are talking Am B to Am A

If your team makes the finals!;) Constantly then you should move up.

So if you finish the majority of the millennium events with either 1st, 2nd, 3rd or 4th place result then you should consider moving up.

Sorry dood but unfortunatley my next event will be toulouse 2004.

Got alot of school work so not allowed to travel to events until exams are finished! :(
I guess its just Practice Practice Practice until then!

This is gonna be a long 9months!

The issue ought to be when does moving up serve the best interests of your team? Nothing else. The point should always be how do we continue to grow and improve as a team. The only thing results can give you is some idea of when the level of competition is no longer sufficiently testing to serve it's purpose. The other things you need to consider is how consistently the same squad plays and how the team plays--not how well they do. Results are cool but sometimes the draw and the result aren't necessarily indicative of the team's progress.
It's a tricky call either way but you should get a better sense of when to move from the mood and reactions of your teammates than from any results you get.
More mundanely you will need a consistent line-up, a general positive team attitude and confidence in your abilities and those of your mates.
