I think PMI regs use the different colours to denote max tank pressure; blue is 4500 and red 5000 if I remember correctly. The tank is most probably a 4500psi HP tank if a tippy can run on it, should be fine

Blue regs are generally LP, while red regs are generally HP.

LP and HP are the OUTPUT pressure (450psi? or 800psi), and have nothing to do with the tank pressure (3000, 4500, or 5000psi).
