The Newark NJ Police department used this same idea when NJ put a ban on high speed car chases; (seems that a local 'sport' was stealing a hot car, getting the cops to chase and then getting them to rearend you so their airbag deployed - lots of fun for everyone...) don't chase, just mark the car, box in the streets and get them later.
It seemed like a good idea, until someone pointed out to them that anyone could buy a paintball gun and make targets out of every car on the street...
