i doubt it vipers weren't that good an when an ex kellys player played in koth last year the team he played in still didnt win it

Exactly the situation I was thinking of.

If one player really makes such a big difference, then that team should have walked all over everyone else in KOTH, and they didn't. So can't see anyone claiming that a team is sandbagging if they have one more experienced player on their squad.

Rules say 1 experienced player in KOTH.
In the Masters 2 experienced (Div 1) players in Div 4 can and will make a difference. If they don't the deserve to feel suitably ashamed
