I dont know if the same rules apply, but I recently sent an air bottle to the States via Fedex, I left the reg in but removed the guage and fill nipple and taped them to the side of the bottle and it went through no problem.
Same should apply in theory for luggage in the hold I would have thought.

I still say loaning one stateside is a no-brainer

It'll be the same compressed air regardless of what tank you use on the marker
