You have to be joking their is no way he should use javascript. You want something nice a simple. Look at the new nexus site thats a nice simple two column layout centerd inside a div. Nice and simple and easy to do.

Javascript is a no, because if a user dosent have javascript endabled they cant do anything.

Most browsers come with it i think you will find.

the nexus site isnt that great, ive done phpnuke and javascript, and for beginners its gotta be javascript.

Fair enough you can do alot more things in phpNuke, but in my opinion that comes with more experience

Either way, there both pretty good

yes most do come with it and ill think you find a lot of people turn it off.

And due to the new disability and accessibility acts, if JS is disabled and the site unusable you could be liable for a new law suit.

Get yourself some "proper" hosting, http://www.paintball-team.net does some free stuff (mat runs it, works with me is a top bloke) as I guess the banners and that are coming from tripod.

Otherwise good first crack it just needs a bit more structure
