isn't there a rule about not wearing neoprene body armour??
and most wet suit's are made of neoprene.

two layers, but if one is padded the other can't be.

No wool, fleece or neoprene/rubber/vinyl etc....
padded arm guards and shin/knees are OK as long as the shirt isn't padded too.
