They are the Royal Family (technically) they make the laws, (yes I know Parliment actually pass the laws BUT the PM is appointed as head of state to the queen so if she wanted to stop a law going through she has the power to do so....)

I meet the queen mum once and although i am almost an anti-royalist she was pretty ok. Respect to the queen mum.
