Why doesn't he need the 10?We all know it's lower to get to the ramp mode but that isn't the issue;his max ROF seems to be capped for whatever reason.

not to threadjack but if you play in any of the tournaments or leagues the millenium, PSP, and NPPL all have changed there max rof to 13 bps so the leagues are probably gonna do this, so if you can get it to about 13 you should be fine instead of 15.

Not quite true, and I think this is a case where misinformation needs to be nipped before it causes lots of confusion. PSP has indeed changed the ROF cap to 13.33, whereas the Millennium Series have made no announcement (and probably won't until the Captains' Meeting at the first event ) and the NPPL never had and still currently has no ROF cap in force at all.
