surely a ball leaving a PT extreme at 280 fps generates the same force as one leaving a spyder at 280 fps

Paul you're right they would, that's the issue.
It's not the force but the size of the weapon
In the UK legally air powered rifles must have an impact force of no more than 12ft/lbs any more than that and they become Class 1 Firearms
air powered pistols must have an impact force of no more then 6 ft/lbs any more than that and they become Class 1 Firearms
A spyder with the length of barrel, bottle and all the other gubbins that old plod would look at would be to all intents and purposes classified as a air powered rifle and allowed 12ft/lbs which has been described here on numerous occasions IIRC as around 320fps with a normal weight paintball.
So 300fps is definately no more than 12ft/lbs so we're in the air rifle classification not Class 1 Firearm classification, (phew!).
The PT Extreme is most definately an air powered pistol and therefore can legally only fire at 6ft/lbs or whatever the equivalent is in fps, (I guessed that it's half 300 so 150-180 or whatever)
As far as I can gather if you have a PT Extreme chronoing at 280fps in the UK it has an impact greater than 6ft/lbs and is therefore classed as Class 1 Firearm for which you need a licence.
So you're right mate, the force is the same, I was pointing out that it can't be allowed to fire the same as a spyder, inferno, cocker etc. It was all discussd in the heated Firearms thread a few months ago.
