should i pay this charge or is this something procaps is liable to pay for?
You will find that unless you pay a premium, postage and carriage is down to you. In this scenario in the UK, a lot of the times you will only pay one way and the dealer pays the return. This is not the case with imported goods. If the hopper was bought in the UK then it should have been returned to the retailer.

After my Pulse feedneck broke (as most of them do) i contacted PROCAPS and eventually sent the broken shell to the USA. This of course was at my own cost. I have since had the shell returned and i now have a bill from FEDEX for the shipping of the product back to me. Bear in mind, it cost me £4 to ship to the US and the return cost is £23.57!!
wtf?

Thanks for the tip off... I was going to buy some team jerseys from the States, but I'll have to think twice about it now...:(

According to the Sale of Goods act, the seller must cover postage costs.

Although saying that, the feednecks dont break cause of a fault of Procaps, but rather you overtightening them.
