You see as most of you know, buying bandwidth from an isp at a certain costs for the site depends on how much data there is.
the smaller the amount of data there is from what this site produces the less ££/$$ they have to shell out to the isp.
So introduce a chat room, and more forums you say?
thatll increase the data flow and obviously the bandwidth needed.
Unless you want this site to be laggy (bad latency) as hell.
The admins control what goes on, the mods are just the messengers (unless some of em are admins).
Those of you who work in the isp business should know.

Sorry dude, I'm really not picking on you but your theory is flawed, your basing it all on the assumption that they only just have enough bandwidth to keep a forum up to speed when for all we know they could have a 10 meg feed.
The server will be set out one of two ways, either they have a set amount of bandwidth going to it and will get charged a set amount regardless of how much they actually use. Or they will be in a server pool in which case they will be paying for a minnimum amount but at times be able to pull more either way they will still be paying a set ammount regardless of use.
I'm prettty sure Rancids comment was meant to be 'tongue in cheek'
