Anodising is a layer of oxide formed on the metal using electricity and acid and other fun stuff. The colour comes from dyes added to the anno bath and the finish is set before annodising.
The reason so many companies are now going to dust is that rumbling etc to get a dust finish costs a lot less than the serious polishing required for a good shiny finish, plus is much cooler
Going from one finish to the other will need the parts to be stripped, finished and then reanodised as the layer is so thin that trying to polish or bead blast one to t'other will leave bare metal in places
