So say he goes my gun is set to 260 FPS, and i can have it at 280, how will i know how far to turn my velocity screw ?

Read your manual carefully. Learn how to adjust the velocity on your marker using the correct tool.
When you goto a paintball site, the marshall will make an announcement first thing to what the limit will be for there site.
The site will have a chrono somewhere on there site, of which you take your marker, paintballs and the tool to adjust the velocity(FPS).
ie. if the sites limit is 280fps, i suggest you chrono around the 265 fps. (purely because it is very hard to get a consistant 280fps for every ball).
Each time you adjust your markers velocity, shoot a few paintballs off (lets the pressure inside the marker adjust) before you re-chrono.
When your ready to get on field, marshalls may want to chrono your markers again, just incase you get some idiot wanting to shoot 350fps.
During the day in between games, re-chrono again, as the weather gets warm, the paintballs will expand slightly, giving you a higher velocity reading (FPS)
Also re-chrono if you decide to use different brand or batch of paintballs, as paintballs vary in size.
