Here's an idea. Base the winner off the national lottery. On the first result after you sell all your tickets, whichever number gets drawn first between 1 and 17 wins. In the event that no number gets drawn between 1 and 17, it rolls over to the next draw. The winner is easily proved by looking at a site that lists the numbers in drawn order such as:

http://lottery.merseyworld.com/Winning_index.html

Everyone has an equal chance, no video cameras needed etc. Anyway, just an idea.
