Not so true - as your ISP will let them know it was your account that did it - and guess who is responsible for that...

dynamic ip still comes from your isp's ip block assignment, eg, they bought 192.168.0.1 to 192.168.0.255. although your ip at any one time may be any of the possible 254 in this scenario, they are all still reg'd to your isp and logs will show when that ip was assigned to you.
