Quick run down....
Digital paintball and digital paintball source.
Digital paintball is a modification of Half-Life, and Digital paintball source is a modification of Half-Life 2.
So you'll need which ever copy of half life. You can purchase both games from steam quite cheap, and then download the game rather than purchasing in the shops.
steam can be downloaded at http://www.steampowered.com I believe.
Once Half-life/2 is installed download DPB and it'll install itself into steam.
I had the same problem though, my .dll was different from the servers that were online.
I dont think there's any other PC paintball games, but if someone wants to make some money, and they can design games.... there's a niche market
