I have been reading about what happened in Toulouse and it sounds very strange that someone would use one chrono onto the field and then a completly different one on the field.... There can be differences in accuracy as they would not have been calabrated to the same speed... (just like police speed guns)
If this is to become a rule and used at all major events then I would suggest that the organizers buy new chronos and keep the to one for each field and have one judge who does the chronoing... This way there can be no arguments about bias or cheating on anyones part..... Same judge same chrono = the same result...
